In 2017, in order to promote energy conservation, emission reduction, and green development of the automobile industry, five departments including the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Commerce, the General Administration of Customs, and the former General Administration of Quality Supervision, Inspection and Quarantine jointly issued the "Points Measures" and established a points trading mechanism. Form a market-oriented mechanism that promotes the coordinated development of traditional automobile energy conservation and new energy automobile industries. In 2020, in response to issues such as insufficient corporate investment in energy-saving technology for fuel vehicles, imbalance of supply and demand in the points trading market, and the impact of the COVID-19 epidemic, five departments including the Ministry of Industry and Information Technology revised the "Points Measures" for the first time and improved the points system for new energy vehicles. Proportion requirements, guidance on energy conservation of traditional passenger cars, identification of affiliated enterprises and other systems. In the process of revising the "Points Measures", the following work was mainly carried out: First, through on-site surveys, symposiums and other methods, we fully listened to the opinions of relevant departments, enterprises and institutions, and conducted in-depth research on key issues. The second is to solicit opinions in writing from relevant departments of the State Council and relevant enterprises, and publicly solicit opinions from the public. Based on feedback from all parties, a symposium was organized to listen to the opinions of relevant parties again. The third is to carefully study opinions from all sides, improve relevant systems, and form the "Decision (Draft)".

  

On May 31, 2023, the Ministry of Industry and Information Technology’s executive meeting reviewed and approved the “Decision (Draft)”.

  

QWhat content has been modified in the "Decision"?

  

A "Decision" mainly modified the following contents:

 

  

(1): Adjust the points calculation method for new energy vehicles. Comprehensive consideration of technological progress, cost reductions and changes in points compliance costs, and in accordance with the principle of balancing supply and demand of points, adjust Annex 2 of the "Points Measures" "Point Calculation Method for New Energy Passenger Vehicle Models" to adjust the points of standard models of new energy passenger vehicles The average score has been reduced by about 40%, and the points calculation method and score limit have been adjusted accordingly. At the same time, considering that subsequent new energy point proportions and score requirements still need to be continuously modified based on actual conditions, the "Decision" stipulates that the Ministry of Industry and Information Technology can make timely adjustments to the "New Energy Passenger Vehicle Model Points Calculation Method" based on the actual situation.

  

(2): Establish a flexible points trading mechanism. In order to deal with the imbalance between points supply and demand and stabilize point prices, a new chapter "New Energy Vehicle Point Pool Management" was added to establish a point pool management system. When the annual supply and demand ratio of positive points and negative points for new energy vehicles exceeds 2 times, the point pool storage is activated, and enterprises are allowed to store positive points for new energy vehicles into the point pool on a voluntary basis. This part of the point storage is valid for 5 years. When the annual supply-demand ratio of positive new energy vehicle points to negative points does not reach 1.5 times, the points in the point pool are released, allowing companies to withdraw stored positive new energy vehicle points. Unused positive new energy vehicle points in the current year will be returned to the point pool.

  

(3): Optimize other points management systems. The first is to consider the needs of future carbon management, increase the disclosure requirements for enterprises’ average carbon emission levels, and propose to timely study and establish a connection mechanism with other carbon emission reduction systems; the second is to facilitate enterprises to further do points-related work, extend the submission of enterprise negative points compensation reports time and the time to complete the compensation of negative points and return to zero; third, in order to improve the flexibility of point transactions, it is stipulated that positive points purchased by enterprises can be offset and carried forward; fourth, in order to ensure more accurate data statistics, the vehicle statistics benchmark within the accounting year has been adjusted.

Accelerate the construction of charging infrastructure in rural counties, highways and residential areas, guide users to widely participate in intelligent and orderly charging and vehicle-grid interaction, and encourage the development of pilot demonstrations for the interactive application of new energy vehicles and power grids. Continue to promote the formulation of standards related to power swap infrastructure to enhance compatibility and versatility. Accelerate the promotion and application of the battery swap model, actively carry out pilot projects of battery swap models for public vehicles, and support the construction of battery charging and swapping infrastructure at urban bus stations. Encourage qualified cities and highways and other traffic arteries to accelerate the construction of battery swap stations.

  

Efforts to improve the carrying capacity of rural power grids

  

Reasonably increase investment in the transformation and upgrading of rural power grids to ensure steady improvement in power supply reliability indicators. We will further accelerate the increase in capacity and quality of the distribution network, improve the stability of rural home voltage, and ensure safe and stable charging of electric vehicles in rural areas.

  

Reduce the purchase and use costs of new energy vehicles

  

Implement policies and measures to extend and optimize vehicle purchase tax exemptions for new energy vehicles. Promote the implementation of residential electricity prices for the electricity used by public charging and swapping facilities in residential areas, and promote the implementation of peak and valley time-of-use electricity pricing policies for the electricity used by charging and swapping facilities that implement industrial and commercial electricity prices. Scientifically lay out and appropriately advance the construction of the charging infrastructure system, accelerate the promotion and application of the battery swap model, and effectively meet residents’ charging and swap needs for travel.
